Russia's Rosneft buys out TNK-BP

MOSCOW (AP) ? Russian state-owned oil giant Rosneft strengthened its hold on the country's lucrative oil industry when it sealed a $61 billion deal, buying TNK-BP, the joint venture between a group of Russian oil oligarchs and the British energy company.

BP, however, does not end its 15-year-involvement in Russia by selling its 50 percent stake in TNK-BP. As well as receiving $17.1 billion in cash from Rosneft, it's also getting a 12.84 percent stake in Russia's biggest oil company. The British company is also planning to use some of the money it's reaped from the sale to raise its stake in Rosneft to 19.75 percent.

In a parallel development, Rosneft said it had agreed to buy the other 50 percent in the joint venture from AAR, for $28 billion, and that the deal was "entirely independent of the transaction with BP." AAR confirmed that a memorandum of understanding has been signed, but added that it is still subject to other conditions.

Following the deal, Rosneft will leapfrog ExxonMobil Corp. to become the world's largest publicly traded producer of oil and gas, in terms of output ? ExxonMobil's latest earnings show its daily output at 4.2 million, below the expanded Rosneft's projected 4.6 million.

It said it would finance the deal with its own cash as well as new borrowings.

Rosneft CEO Igor Sechin broke the news about the deal Monday afternoon to President Vladimir Putin, telling him that the deal would be worth about $61 billion.

"This is a good big deal which is important not only for Russia's energy sector but for the entire Russian economy," Putin said in remarks carried by Russian television.

Sechin told Russian news agencies following his meeting with Putin that Rosneft would probably use loans from foreign banks as well as funds raised from the sale of non-core assets to pay for TNK-BP. Rosneft should expect to take over TNK-BP entirely within the next six months, he said.

Rosneft shares jumped more than 3 percent on the announcement but rolled back to trade only 1.6 percent higher at 218 rubles per share.

BP shares were down 0.3 percent to 449 pence following the announcement.

Russia is an important part of BP's business, accounting for a quarter of its oil production. BP Chief Executive Bob Dudley has looked to the country's vast oil resources as a key ingredient to the company's recovery from the disastrous oil spill in the Gulf of Mexico. BP is set to have two seats on Rosneft's nine-member board.

Ildar Davletshin, an oil and gas analyst at Renaissance Capital, said the deal "strategically looks very positive for BP" which has replaced "a private partner for a strategic national company which has much bigger access to resources in Russia and has much bigger political support in this country."

Davletshin said the deal should help ease concerns that Rosneft's strategy is driven by political considerations.

Rosneft has been involved in an array of overseas projects largely viewed as unprofitable but designed to prop up the Kremlin's foreign policy.

Davletshin said Rosneft will more likely be run "in the interests of shareholders" rather than serving the Kremlin's political agenda since BP will have two board members.

The TNK-BP joint venture has been troublesome ? albeit lucrative ? for BP. Dudley served as TNK-BP's chief executive until summer 2008 when he was forced to leave Russia after being denied a visa. Dudley and TNK-BP's Russian billionaire shareholders had serious disagreements over the company's long-term strategy and Dudley subsequently complained that the Russian shareholders were behind a campaign of harassment.

In 2011, relations worsened when BP tried to strike a separate partnership with Rosneft to explore for oil beneath the Arctic Ocean. AAR subsequently sued and got the deal blocked, alarming BP investors.

Dudley said in the statement on Monday that "BP intends to be a long-term investor in Rosneft - an investment which I believe will deliver value for our shareholders over the next decade and beyond."

Sechin sounded optimistic about their tie-up with BP, saying that his company "would benefit from BP's experience and its track record of implementing best international practices in Russia."

Ratings agency Fitch last week warned Rosneft of a possible rating downgrade because of the TNK-BP deal. Fitch said the Russian company should have no problems raising the money to pay for 50 percent, but said the purchase of the other 50 percent could require so much borrowing that it could lead to a downgrade.

According to Weather.com, large sections of the Atlantic, the South, the Midwest, and Coastal West are likely to see crystal clear skies overnight. The moon has just begun to wax, meaning moonlight interference will be low.

Philosophers have long pondered the stars, but the Orionids usually inspire poetics even among the country?s most hardened space scientists. (For others who want to gush or chat, NASA will have its experts on hand starting Saturday night at this link.)

?The Orionid meteor shower isn?t the strongest, but it?s one of the most beautiful showers of the year,? says Bill Cooke, head of NASA?s Meteoroid Environment Office.

Tony Phillips, who blogs at spaceweather.com, explains why in a NASA post.

?The shower is framed by some of the brightest stars and planets in the heavens,? he writes. ?Constellations such as Taurus, Gemini, and Orion provide a glittering backdrop for the display. But that?s not all. This year, Venus and Jupiter have moved into position with Sirius, the Dog Star, to form a bright triangle in the eastern pre-dawn sky. On the morning of Oct 21st, blazing pieces of Halley?s Comet will cut straight through the heart of this celestial triad.?

NASA has a few suggestions for how to optimize the show. The best display is likely to be two hours before sunrise, when Orion will be straight overhead. The meteors will burst from near Betelgeuse, but will spray across the entire sky. And remember: don?t blink.

?Be prepared for speed,? says Mr. Cooke, according to NASA. ?Only the November Leonids are faster.?

Skin Cancer Foundation helps children stay sun-safe at school

Because many schools don?t allow students to use sunscreen or wear a hat outdoors during the school day without written permission from a physician, The Skin Cancer Foundation has created a sun protection form that parents and doctors can sign, allowing students to bring these items to school, apply and use as needed. ?Every child should have access to proper sun protection at school,? says Perry Robins, MD, President of The Skin Cancer Foundation. ?Alarmingly, California is the only state with legislation that gives children the right to take sun protection measures at school. Given the absence of similar legislation in other states, the Foundation hopes to fill this void by providing parents with the necessary means to ensure their children stay safe in the sun at school.?

During a typical school day, it?s not unusual for children to receive a significant amount of sun exposure. Children in elementary school typically have outdoor recess between 10:00am and 2:00pm, a time when the sun is especially intense.

Proper sun protection in childhood can drastically reduce the risk of developing skin cancer as an adult. Suffering just one blistering sunburn in childhood or adolescence more than doubles a person?s risk of developing melanoma, the deadliest form of skin cancer, later in life.

The Skin Cancer Foundation has always recommended that everyone, regardless of age and skin color, adopt a complete sun protection regimen. At school, children should be able to cover-up with protective clothing, including broad-brimmed hats and UV-blocking sunglasses. Additionally, they should wear a broad-spectrum SPF 15 sunscreen every day, and be allowed to bring it to school for easy reapplication.

The Skin Cancer Foundation?s sun protection form ensures that children have access to recommended sun safety measures. The Skin Cancer Foundation strives to educate children about the dangers of skin cancer and the need for early detection and prevention.

The Foundation recently debuted Sun Smart U, an interactive education program that includes a robust website for teachers and a free downloadable lesson plan.

Sun Smart U was designed in accordance with national health standards for middle and high school students and may be particularly useful to health and physical education teachers.

Column: Domestic violence is more than personal - The Salem News

Domestic violence is not a personal concern, but rather a social problem that requires a community response if we are to change the dynamics of abuse relationships. It is commonly defined as the use of power to control another person and ? according to the Centers for Disease Control and Prevention and the National Institute of Justice ? an estimated 24 percent of all women in the United States have been victims at some point in their lifetimes. The Bureau of Justice Statistics further reports that on average more than three women and one man are murdered by their intimate partners in the United States every day.

The health-related costs are equally staggering. Nearly $6 billion is spent annually on health care costs related to domestic violence. Adults, unfortunately, are not the only victims, for children are also heavily affected. Some studies suggest that as many as 10 million children witness some form of domestic violence each year; approximately 50 percent of perpetrators who abuse their partners also abuse their children.

Since the beginning of the battered women?s movement in the 1970s, domestic violence advocates have recognized that the ?personal is political,? and have worked diligently for a response that acknowledges the disparity in power that exists in many relationships. Social activist Ellen Pence and social worker Michael Paymar have clearly identified domestic violence as a community problem. Their understanding that domestic violence is the manifestation of cultural systems of power and control within a relationship have, in fact, changed the way service providers respond to the problem.

The development of the coordinated community response intervention and the Duluth Model are culturally relevant and effective interventions that have changed the ways in which we respond to domestic violence. It has also helped us shift our thinking from simply providing resources to victims to figuring out how ? as communities ? we can hold abusers accountable. The coordinated community response intervention has also changed our perceptions about who bears the responsibility for responding to problems of domestic violence by inviting everyone to the table to be part of ending it.

Service providers, including advocates for domestic abuse victims, police officers and health care workers, continue to work diligently to provide safety to those who are in abusive relationships and to hold those causing the harm accountable. That, unfortunately, is not enough. Because domestic violence is not simply a relationship problem, it becomes everyone?s responsibility to be part of the solution.

How can we ? as members of the community ? help? As a first step, we must teach ourselves to recognize possible signs, those ?red flags? of abusive relationships. These may include such things as jealousy, controlling behavior and isolation. If you recognize these red flags within your own relationship, or in the relationships of those to whom you are close, help is available through local domestic violence organizations, your health care provider and the National Domestic Violence Hotline, which can be reached toll-free at 800-799-SAFE (7233) or on the Internet at www.thehotline.org.

The hotline website can be exited safely without leaving any evidence of a visit on one?s computer. If you recognize any of these red flags as characteristics of a relationship that a friend, family member or co-worker is experiencing, don?t be afraid to let them know that you are concerned for their safety. Acknowledge that this is a difficult, complex, scary situation, but that you are available for support. Don?t try to fix the problem. Recognize it as domestic violence and refer your friend or family member to a local domestic violence agency for help.

Changing the acceptance of domestic violence within our community is everyone?s responsibility. Recognizing the red flags and referring a victim to a domestic violence organization for help may not only save someone?s life; it is also an important step to changing our community.

Susan Boyle's fairy tale dream tempered by reality

LONDON (AP) ? She dreamed a dream, and it came true. But what happened next for Susan Boyle?

The middle-aged church volunteer from a small town in Scotland became an instant global celebrity in 2009 with her heart-stopping rendition of the "Les Miserables" number "I Dreamed a Dream" on a TV talent show.

A week is a long time in showbiz ? and in our hyper-speed online age three and a half years is an eternity ? but Boyle is still going strong. She has sold millions of records, received an honorary doctorate, sung for Pope Benedict XVI and performed in Las Vegas. A stage musical about her life has played to enthusiastic crowds across Britain and is headed for Australia, and next month she releases her fourth album, "Standing Ovation."

But the 51-year-old singer who entered the TV talent contest to make her late mother proud is remarkably unchanged. She's still a bit frumpy, though she's acquired a new hairdo, more expensive clothes and a makeover. She still lives in her down-at-heel home town, has outbursts of anger and struggles to overcome her nerves before live performances.

It's a fairy tale, yes, but with dark shadows lurking in the corners.

"People can't accept that you can dream a dream, but part of the dream is also a nightmare," said Elaine C. Smith, a Scottish actress who knows Boyle and plays her in the biographical stage show "I Dreamed a Dream."

"Fairy dust comes out, but shrapnel comes out as well."

Boyle now has a car and chauffeur to take her to appointments, but she sticks close to familiar places and routines. She has bought a new house, a modern four-bedroom two-story in Blackburn that cost 300,000 pounds ($480,000), but locals say she often stays in the modest row house she grew up in.

And she still shows up occasionally to sing karaoke at The Crown pub.

"She belts them out like she used to and is not averse to a duet," said 20-year-old local Helen Cameron. "It's nice that this has not changed her. I think she's under a lot of pressure normally. Here she can be herself."

As well as having the support of her community, Boyle is well protected by her manager, Andy Stephens, and a close circle of friends and family ? a factor that helps act as a "psychological vaccine" against the pressures of sudden fame, according to Cary Cooper, professor of psychology and health at Lancaster University.

"If you don't have the proper social support system to protect you, your celebrity status can cause you enormous stress," said Cooper, who has studied the relationship between celebrity and stress. "She is still rooted in her friends and people who know her. Most celebrities aren't."

Boyle's life changed in a few minutes when her first appearance on "Britain's Got Talent" was broadcast in April 2009. The soaring voice emerging from the dowdy, frizzy-haired figure; the audience titters turning to gasps; the shocked faces of Simon Cowell and the other judges ? it was artfully staged television, but also a moment of genuine emotion.

"We judged her. Anybody who says they didn't is telling lies," Smith said. "She walked on and opened her mouth, and within minutes everybody watching was in tears."

The Internet clip went around the world, and keeps on going. On YouTube alone it has been viewed more than 106 million times.

Boyle's first album, "I Dreamed a Dream," topped both the U.K. and U.S. charts. So did her second, "The Gift."

Although Boyle's covers of pop classics and musical theater standards rarely make critics swoon, her three albums collectively have sold more than 14 million copies.

This month she's sung on "Dancing With the Stars" in the U.S. and performed in Las Vegas with Donny Osmond, a childhood idol.

It's a long way from Boyle's home town of Blackburn, a community of about 5,000 people 20 miles (32 kilometers) west of Edinburgh that lies in one of Britain's most deprived areas.

The youngest of nine children of a devout Roman Catholic family, Boyle had learning difficulties as a child, the result of oxygen deprivation at birth. She struggled in school and was bullied by other children.

She left school with few qualifications, never married ? though she later said she'd exaggerated in telling the "Britain's Got Talent" judges she'd "never been kissed" ? and spent years caring for her widowed mother, Bridget, who died in 2007.

The thing that gave her the greatest pleasure was singing, in church or during karaoke nights at the pub.

She has said she entered "Britain's Got Talent" in memory of her late mother, "to show her I could do something with my life."

All did not all go smoothly after her astonishing debut. During the final stages of the competition she got into a dustup with two reporters.

Although she was widely expected to win the 100,000 pound ($160,000) prize, she ended up coming second to dance troupe Diversity. After the series ended, she checked into the Priory, rehab clinic to the stars, to be treated for nervous exhaustion.

She still has outbursts of temper, and has said she still suffers anxiety when singing live before audiences.
